(a) This part shall apply to:
- (1) Used oil generators;
- (2) Household DIY used oil collection centers;
- (3) Commercial used oil collection centers; and
- (4) Used oil aggregation points.
- (b) The owner or operator of a vessel on which used oil has been generated and the person(s) removing or accepting used oil from the vessel shall be co-generators of the used oil and shall be jointly and severally responsible for managing the used oil in compliance with this part once the used oil is transported ashore. The co-generators shall decide among them which party will fulfill the requirements of this part.
