The following shall be subject to regulation as used oil under this chapter:

1. (a) Wastewater that contains or is otherwise contaminated with used oil, unless it is exempt from the hazardous waste rules under Env-Hw 401.03(a)(2) or Env-Hw 401.03(b)(17);
2. (b) Used oil recovered during wastewater treatment to make the wastewater acceptable for discharge or reuse pursuant to section 402 or section 307(b) of the federal Clean Water Act or other applicable federal or state regulations governing the management or discharge of wastewaters;
3. (c) Oil recovered from wastewater via a used oil recovery process; and
4. (d) Residues or sludges resulting from treatment of wastewater that contains used oil.
