A universal waste handler of mercury-containing devices shall clearly label or mark each universal waste mercury-containing device or container holding mercury-containing devices with any or all of the following:

1. (a) "Universal Waste - Mercury-Containing Device(s);
2. (b) "Waste Mercury-Containing Device(s)"; or
3. (c) "Used Mercury-Containing Device(s)."
