1. (a) A universal waste handler shall not:

   1. (1) Dispose of universal waste; or

   2. (2) Dilute or treat universal waste, except by:

      1. a. Responding to releases as set forth in Env-Hw 1102.06; or
      2. b. Managing specific wastes as provided in Env-Hw 1109.03, Env-Hw 1111.03, Env-Hw 1113.03, and Env-Hw 1114.03.
2. (b) For the purposes of (a)(2), above, intentionally crushing or dismantling lamps shall constitute treatment that cannot legally be undertaken without obtaining a permit in accordance with Env-Hw 300.
