1. (a) The department shall review each application for HWCF monies for HHW collection projects to determine whether it contains all the information and documents required by Env-Hw 1003.05.
2. (b) If the application does not contain all information and documents required by Env-Hw 1003.05, the department shall notify the applicant of what is missing.
3. (c) The department shall approve an application if it contains all of the information and documents required by Env-Hw 1003.05.
4. (d) If an application is approved, the applicant shall be eligible to receive HWCF monies in the form of a grant award pursuant to Env-Hw 1003.07 through Env-Hw 1003.10.
