This chapter shall govern the expenditure of money from the hazardous waste cleanup fund (HWCF) for the following purposes:

1. (a) To respond to the discharge of hazardous waste;
2. (b) To develop a state hazardous waste facility siting program;
3. (c) To encourage and facilitate the implementation of household hazardous waste (HHW) collection projects, as described herein; and
4. (d) To encourage and facilitate the collection of household do-it-yourself (DIY) used oil by household DIY used oil collection centers.
