“Universal waste handler” means:

1. (a) A generator of universal waste; or

2. (b) The owner or operator of a facility, including all contiguous property, who:

   1. (1) Receives universal waste from other universal waste handlers;
   2. (2) Accumulates universal waste; or
   3. (3) Sends universal waste to another universal waste handler, a destination facility, or a foreign destination.
