1. (a) Whenever the department proposes to adopt, amend, readopt with amendment, or repeal any provision of Env-Dw 902 that affects a particular watershed, the department shall provide written notice to:

   1. (1) The governing body of each municipality in which any part of the watershed is located; or
   2. (2) The county commissioners, if any part of a watershed is within an unincorporated place.
2. (b) The department shall send the written notice within 7 calendar days of filing the rulemaking notice under RSA 541-A:6, I.
