1. (a) A PWS owner shall ensure that each individual performing a level 1 assessment is familiar with the operation and management of the PWS to be assessed.

2. (b) A level 1 assessment shall be conducted by:

   1. (1) For transient, non-community water systems (NCWSs), the owner or the owner’s authorized agent;
   2. (2) For non-transient, non-community systems (NTNCWSs), the owner, the owner’s authorized agent, or an operator certified at a grade comparable to or higher than the required grade for that PWS; and
   3. (3) For community water systems (CWSs), an operator certified at a grade comparable to or higher than the required grade for that system.
