1. (a) The owner of a PWS shall fully turn each distribution system valve either:

   1. (1) At least once every 12 months;
   2. (2) At the frequency identified in the PWS’s operations and maintenance manual or rules, provided that not less than 20% of the valves are operated annually and all valves are operated at least once every 5 years; or
   3. (3) Less frequently than every 5 years if a waiver is granted by the department pursuant to Env-Dw 202, because asset management and maintenance records, as applicable, demonstrate that a frequency of over 5 years satisfies valve operability objectives.
2. (b) This activity shall be scheduled to minimize the potential impact on customers.
