1. (a) If the PWS experiences a mechanical failure, water main break, or power failure or experiences a degradation of the water quality in the distribution system, the owner shall initiate one or more of the following actions, as appropriate to the situation:

   1. (1) Disinfection;
   2. (2) Bacterial testing;
   3. (3) Flushing; and
   4. (4) Public notice to consumers as specified in Env-Dw 503.19(b).
2. (b) The action(s) taken shall be determined by the owner of the PWS and the primary certified operator after a careful analysis of the event.
