The purpose of these rules is to implement RSA 332-E relative to the certification of operators of public water system treatment plants and distribution systems, in order to:

1. (a) Assure that operators of water treatment plants and distribution systems are qualified to properly operate and maintain such facilities; and
2. (b) Protect public health.
