(c) A waiver requests for a non-community water system’s SPA shall be submitted by the owner as follows:
(2) The request shall include information on technically-important factors for a waiver of the SPA such as historical water quality, if applicable, overburdened soil depth, soil type, height and consistency of water table, direction of slope, and potential contamination sources.
