- (a) Subject to (b) below, upon completion of the construction of a PWS and all required testing, but no later than 10 working days preceding the start of water service, the owner shall notify the department of the proposed date of the start of water service and request an inspection of the water system. The PWS shall not initiate service until 10 days after all notifications are provided in writing to the department
(b) As part of or prior to the notification required by (a) above, the owner shall submit to the department:
- (1) Written verification of completion of construction, disinfection of all water system components that will come into direct contact with potable water, and completion of all required testing;
- (2) The operation and maintenance manual required by Env-Dw 405.25;
- (3) The record drawings required by Env-Dw 405.29(a);
- (4) For new small CWSs, the lead service line inventory and replacement plan as required by Env-Dw 405.29(c); and
- (5) The final copy of the legal documents pertaining to the creation, ownership, and management of the proposed CWS.
- (c) The certified operator for the water system shall be in attendance at the inspection by the department.
- (d) For existing PWSs, an inspection by the department shall not be required for construction of water main replacement, or extension, including water service connections, but the owner shall submit the information required in (b)(1) and (3) above to the department.
