The applicant shall establish a wellhead protection program that includes:

1. (a) Updating the contamination source inventory as specified in Env-Dw 305.22 at intervals no greater than 3 years; and

2. (b) Sending groundwater protection educational material that the department has developed to all owners of property in the wellhead protection area:

   1. (1) Within 90 days of:

      1. a. Department approval of a well for an existing small CWS; or
      2. b. System start up for a new small CWS; and
   2. (2) At intervals no greater than 3 years thereafter.
