1. (a) Upon completion of a construction project by a non-governmental recipient, the department shall:

   1. (1) Prepare an allonge to reflect actual project expenditures and to establish:

      1. a. The loan term selected by the recipient and the corresponding interest rate as stated in the ILD; and
      2. b. The loan repayment schedule based on the final project cost; and

   2. (2) Transmit the allonge to:

      1. a. The PFAS RLF attorney for review; and
      2. b. The recipient, who shall review and sign it.
2. (b) Upon receipt of a signed allonge, the department shall sign the allonge and send a copy thereof to the recipient.
