“Governmental entity” means any of the following that has responsibility for providing drinking water for public consumption or otherwise funding a water system:

1. (a) Any state agency, board, or commission;
2. (b) Any political subdivision of the state, including but not limited to a county, city, town, or district; and
3. (c) Any other public body created under state law.
