Recipients shall comply with the following bidding requirements:

1. (a) The bid period shall be not less than 14 calendar days, unless the department has approved a shorter bid period due to an imminent threat to public health or safety;

2. (b) The advertisement for bids or competitive quotes shall include the following:

   1. (1) The project name and contract number;
   2. (2) The location of work;
   3. (3) A description of work to be performed;
   4. (4) The time and date at which the bids will be publicly opened and read aloud, and a statement that bids received after that time will not be accepted;
   5. (5) An address and cost information for obtaining plans and specifications; and
   6. (6) The addresses where plans and specifications can be examined;

3. (c) The recipient shall reserve the right to:

   1. (1) Reject any or all bids; and
   2. (2) Waive any informalities or minor defects on bids received; and

   3. (f) If any addenda to the bid are needed, the recipient shall:

      1. (1) Submit the proposed addenda to the department for review as much in advance of issuing it as possible;
      2. (2) Consult with the department about any comments or needed adjustments and refrain from issuing the addenda without approval from the department, which shall be granted if the addenda meet the criteria established in Env-Dw 1306.05(b); and
      3. (3) Issue the approved addenda no less than 5 days prior to bid opening.
