1. (a) The department shall review the contract documents submitted pursuant to Env-Dw 1306.03 within 30 calendar days of receipt.

2. (b) The department shall approve the contract documents if they:

   1. (1) Meet the requirements listed in Env-Dw 1306.04(c);
   2. (2) Are consistent with all applicable state requirements; and
   3. (3) Are consistent with the planning document submitted pursuant to Env-Dw 1303.02(d)(2).
3. (c) After the contract documents are approved, no changes to the contract documents shall be made unless the recipient obtains prior approval from the department pursuant to Env-Dw 1306.06.
4. (d) After the contract documents are approved, no increases in project cost or scope shall be made unless the recipient obtains prior approval from the department pursuant to Env-Dw 1306.06.
5. (e) Department approval of the contract documents shall not relieve the applicant of any liabilities or responsibilities with respect to the design, construction, operation, or performance of the project.
