For projects funded in whole or in part with funds from the DWGTF, if excusable delay results in the project not being completed by the scheduled completion date, the department shall:

1. (a) Offer to modify the OLA, ILD, or GA, as applicable, to account for the delays; and
2. (b) If the recipient so requests, negotiate an appropriate modification of the financial assistance agreement.
