“Original loan agreement” means the initial financial assistance loan agreement between the state and a governmental recipient through which the state agrees to provide funds approved by the commission from the DWGTF to the recipient and the recipient promises to use the funds as specified in its application as approved by the commission and to repay the funds to the DWGTF.
