As required by RSA 485:8, I, any person proposing to supply water for domestic uses through a PORS shall submit detailed plans of the proposed construction to the department and secure approval of such plans prior to:

1. (a) Constructing a new PORS that will have more than 500 feet of distribution piping or any new exterior pumping or water storage facility; or
2. (b) Expanding an existing PORS if the expansion will include more than 500 feet of distribution piping or any new exterior pumping or water storage facility.
