“Responsible bidder” means an entity that:

1. (a) Has the technical knowledge necessary to perform the contract;
2. (b) Has adequate financial resources to perform the contract;
3. (c) Is able to comply with the legal and regulatory requirements associated with the contract;
4. (d) Is able to deliver or otherwise perform according to the contract schedule;
5. (e) Has either a history of satisfactory performance or no history of unsatisfactory performance;
6. (f) Has a good reputation for integrity as generally known in the industry or the community; and
7. (g) Has or can obtain necessary data, equipment, and other resources to perform the contract.
