“Capitalization grant” means funds made available to the state by the federal government for use in the DWSRF program in accordance with:

1. (a) Section 1452 of the federal Safe Drinking Water Act, codified as 42 U.S.C. §300j-12 (federal SDWA); or
2. (b) Any other applicable federal initiative.
