The price at which each owner of grant property or match property will sell the property provided pursuant to Env-Dw 1002.10(n) or Env-Dw 1002.14(e) and information regarding financial encumbrances such as mortgages or liens that is submitted in accordance with Env-Dw 1002.10(h) or Env-Dw 1002.14(e), shall be:

1. (a) Treated as confidential under RSA 91-A:5, IV; and
2. (b) Subject to disclosure only with the consent of the applicant until the department has selected the application for grant funding.
