For purposes of this part, the following definitions also shall apply:

1. (a) “Access information” means the information required for an individual to use an electronic document receiving system, namely the individual’s user name, password, and additional identifier as described in Env-C 214.05(d)(2), or any combination thereof;
2. (b) “Authorized NH program” means an authorized program implemented by the department;
3. (c) “Authorized official” means an individual who has been duly authorized by a reporter to legally obligate the reporter by signing a subscriber agreement to designate a signatory;
4. (d) “Certifying officer” means the official of a reporter who has the authority to designate one or more authorized officials;
5. (e) “Document” means the content, in human readable format, of any electronic document. The term includes but is not limited to reports and monitoring data;
6. (f) “NH electronic document receiving system (NHEDRS)” means any electronic document receiving system through which the department receives electronic documents required or allowed by any authorized NH program;
7. (g) “NHEDRS contact” means the department employee who has been designated as the department’s contact for a specific NHEDRS;
8. (h) “Person” means any individual or legal entity, whether private or public;
9. (i) “Reporter” means a person that is required to submit any document to an authorized NH program;
10. (j) “Signatory” means an individual who has been duly authorized by a reporter, acting through an authorized official, to transmit electronic documents that are required to be signed to the department on behalf of the reporter using an NHEDRS; and
11. (k) “Submitter” means an individual who transmits electronic documents that are not required to be signed to the department using an NHEDRS.
