“Record hearing” means:

1. (a) For purposes of an adjudicative proceeding, the submittal by the participants of written testimony, evidence, and arguments prior to a specified deadline; or
2. (b) For purposes of a non-adjudicative proceeding, the submittal by an applicant, a permittee, and/or the public, as applicable to the proceeding, of information relating to the subject of the proceeding in writing on paper or by e-mail.
