“Participants” means:

1. (a) For an adjudicative proceeding, all respondent(s), intervenor(s), and representative(s) of the department for that adjudicative proceeding; or
2. (b) For a non-adjudicative proceeding, the collective group of persons who attend the oral public hearing or submit comments in writing on paper or by e-mail, or both.
