When performing a visual inspection of the internal floating roof and its closure seal(s) as required by Env-A 1200, the owner or operator of a fixed-roof VOC storage tank shall inspect for all of the following:

1. (a) The cover shall be uniformly floating on or above the liquid;
2. (b) The surface of the cover shall have no visible defects;
3. (c) The cover shall have no accumulated liquid; and
4. (d) The seal shall be intact and uniformly in place around the circumference of the cover between the cover and tank wall.
