The department shall approve deviations from the agreed-upon test method or pre-test protocol only if the following criteria are met:

1. (a) The owner or operator informs department personnel assigned to the compliance stack test or RATA of the following:

   1. (1) The deviation from the testing method or planned operational mode of the source;
   2. (2) The reason(s) for the deviation; and
   3. (3) The implications of such a deviation; and
2. (b) The owner or operator provides technical justification showing that allowance of such deviation will not affect the accuracy of the compliance stack test or RATA.
