The department shall review each application for a title V operating permit to ensure compliance with:
- (a) All applicable elements of the SIP;
- (b) Env-A 100 et seq.;
- (c) Applicable state law governing air pollution; and
- (d) Applicable requirements as defined in Env-A 102.
