1. (a) For each stationary source, area source, or device for which permit terms and conditions are required in order for the source or device to retain synthetic minor source status, such terms and conditions shall include:

   1. (1) Emission limitations;
   2. (2) Limitations and controls on production, operation, or both; and
   3. (3) Monitoring, recordkeeping, and reporting requirements capable of demonstrating compliance with such limitations and controls.

2. (b) All emission limitations, controls, and other requirements imposed pursuant to (a), above, shall be:

   1. (1) Permanent and quantifiable;
   2. (2) At least as stringent as all other applicable limitations, controls and requirements; and
   3. (3) Enforceable under the state implementation plan (SIP) or federal Clean Air Act.
