1. (a) Each CO2 budget source shall have, or obtain, a permit from the department that is subject to the applicable permit requirements established in Env-A 600, including but not limited to:

   1. (1) The permit reopening procedures for title V operating permits set forth in Env-A 609.19;
   2. (2) The title V operating permit amendment, modification, and revision procedures set forth in Env-A 612;
   3. (3) The permit notice and hearing procedures for title V operating permits set forth in Env-A 622;
   4. (4) The permit amendment procedures for temporary permits and state permits to operate set forth in Env-A 612.04; and
   5. (5) The permit notice and hearing procedures for temporary permits and state permits to operate set forth in Env-A 621.
2. (b) All determinations regarding alternative monitoring methodologies, as specified in Env-A 4609 and 40 CFR 75, shall be incorporated in a temporary permit, state permit to operate, or title V operating permit pursuant to the permit issuance, renewal, or significant permit modification procedures set forth in Env-A 612.
