“CO2 allowance tracking system (COATS)” means the system by which the regional organization:

1. (a) Records allocations, deductions, and transfers of CO2 allowances under this chapter; and
2. (b) Tracks CO2 emissions offset projects, CO2 allowance prices, and emissions from affected sources.
