“Quick-dry enamel” means a non-flat coating that is formulated to:

1. (a) Be applied directly from the container under normal conditions with ambient temperatures between 16 and 27°C, equivalent to 60 and 80°F;
2. (b) Set to touch in 2 hours or less, be tack free in 4 hours or less, and dry hard in 8 hours or less by the mechanical method when tested in accordance with ASTM test method D1640-03; and
3. (c) Register a dried film gloss of 70 or above on a 60 degree gloss meter, when tested in accordance with ASTM test method D523-89, as revised in 1999.
