“Non-industrial use” means any use of architectural coatings other than in the construction or maintenance of any of the following:

1. (a) Facilities used in the manufacturing of goods and commodities;
2. (b) Transportation infrastructure, including highways, bridges, airports, or railroads;
3. (c) Facilities used in mining activities, including petroleum extraction;
4. (d) Utilities infrastructure, including power generation or distribution systems; and
5. (e) Water treatment or distribution systems.
