“Antifouling coating” means a coating that is:

1. (a) Formulated and labeled for application to submerged stationary structures and their appurtenances to prevent or reduce the attachment of marine or freshwater biological organisms; and
2. (b) Registered as an antifouling coating with the state under RSA 430:36 and with the United States Environmental Protection Agency (EPA) under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA), 7 U.S.C. §§136 et seq.
