Except as provided in Env-A 4201.03, or unless waived pursuant to Env-A 205, this chapter shall apply to:

1. (a) Any person who sells, supplies, offers for sale, repackages for sale, blends, or manufactures any AIM coating for use in New Hampshire; and
2. (b) Any person who applies or solicits the application of any AIM coating in New Hampshire.
