“Zinc-rich primer” means a coating that:

1. (a) Contains at least 65 percent metallic zinc powder or zinc dust by weight of total solids;
2. (b) Is designed for application to metal substrates to provide a firm bond between the substrate and subsequent applications of coatings; and
3. (c) Is designed for professional use only, as indicated by its label, for example with a phrase such as “For professional use only,” “For industrial use only,” “Not for residential use,” or “Not intended for residential use.”
