“Responsible party” means:

1. (a) If only one individual or legal entity is identified on a product’s label, the individual or legal entity so identified; or
2. (b) If the label lists more than one individual or legal entity, the individual or legal entity for whom the product was manufactured or distributed, as noted on the label.
