“Insecticide” means a pesticide product that is designed for use against insects or other arthropods, but excluding products that are:

1. (a) For agricultural use;
2. (b) For a use that requires a structural pest control license under New Hampshire law; or
3. (c) Restricted materials that require a permit for use and possession.
