“Deodorant body spray” means:

1. (a) For products manufactured before January 1, 2009, a personal fragrance product with 20 percent or less fragrance; and
2. (b) For products manufactured on or after January 1, 2009, a personal fragrance product with 20 percent or less fragrance that is designed for application all over the human body to provide a scent.
