1. (a) Emission reductions which must be achieved to meet the requirements of this program shall be subject to permit requirements pursuant to Env-A 600 as applicable, including but not limited to:

   1. (1) The permit reopening procedures for title V operating permits set forth in Env-A 609.19;
   2. (2) The permit amendment procedures for temporary permits and state permits to operate set forth in Env-A 612.04;
   3. (3) The permit notice and hearing procedures for temporary permits and state permits to operate set forth in Env-A 621; and
   4. (4) The title V operating permit amendment, modification, and revision procedures set forth in Env-A 612; and
   5. (5) The permit notice and hearing procedures for title V operating permits set forth in Env-A 622.
2. (b) All determinations regarding alternative monitoring methodologies, in accordance with the monitoring and reporting requirements as provided in Env-A 3210 and in Subpart H of 40 CFR 75, shall be incorporated in a temporary permit, state permit to operate, or title V operating permit pursuant to the permit issuance, renewal, or significant permit modification procedures set forth in Env-A 612.
