“Project sponsor” means:

1. (a) For purposes of eligibility under Env-A 3205.06(b)(2)a., any person who is a New Hampshire electric consumer; and

2. (b) For purposes of eligibility under Env-A 3205.06(b)(2)b. and c., any owner or operator of a non-emitting generating system or renewable energy project, including but not limited to any:

   1. (1) Holding company;
   2. (2) Utility system; or
   3. (3) Plant owner, operator, or manager.
