“End-use efficiency projects” means those power conservation projects that:

1. (a) Are implemented by, or on behalf of, a consumer of electric power in New Hampshire;
2. (b) Reduce consumers’ consumption of power;
3. (c) Were installed after May 1, 1999;
4. (d) Are in operation in the control period for which allowances from the energy efficiency and renewable energy set-aside under Env-A 3205.06 are claimed; and
5. (e) Correspond to no less than one ton of utility NOx emissions reductions either individually or when aggregated with other similar projects.
