“Account” means the place in the NOx allowance tracking system where allowances are recorded, either:

1. (a) A compliance account, where allowances are held by a budget source;
2. (b) An overdraft account, where allowances are held by a group of budget sources; or
3. (c) A general account, where allowances are held by any person.
