"Enforceable" means those limitations and conditions on the emission source's:

1. (a) Emissions; and

2. (b) Operations, including:

   1. (1) Operating rates;
   2. (2) Hours of operation; or

   3. (3) Types of materials either:

      1. a. Processed;
      2. b. Stored; or
      3. c. Combusted, which are incorporated into a federally enforceable document.
