The department shall verify compliance by one or more of the following means, as needed to make an accurate compliance determination:

1. (a) Inspecting facility operating records;
2. (b) Obtaining information on allowance deduction and transfers from the ATS;
3. (c) Obtaining information on emissions from the ETS;
4. (d) Information relative to testing emission monitoring devices; and
5. (e) Requiring the affected source to conduct emissions testing under the supervision of the department.
