The department shall determine compliance with this chapter based on:

1. (a) Monitored emissions data as reported by the affected source to the ETS administrator, and as adjusted by the administrator to be in accordance with Env-A 2907; and
2. (b) Allowance allocations and transfers recorded in the ATS.
