1. (a) The ATS administrator shall maintain:

   1. (1) A compliance account for each unit at each affected source; and
   2. (2) An overdraft account for each owner or operator of one or more units.
2. (b) The ATS administrator shall identify each account using an account number.

3. (c) The ATS administrator shall maintain the following information for each compliance and each overdraft account:

   1. (1) The name and mailing address of the account owner;
   2. (2) The name, mailing address, and daytime telephone number of the AAR for the account; and
   3. (3) The physical location, by street address and municipality, of the affected source.
